What Is the Fresh Start Loan, New York’s 0% Debt Consolidation Loan?
The Fresh Start Loan is a unique, 0% interest debt consolidation loan created by the New York-based nonprofit Hebrew Free Loan Society (HFLS), in partnership with Neighborhood Trust Financial Partners.
It allows qualifying New Yorkers to borrow up to $20,000 at 0% interest to pay off high-interest debts. The loan also has added flexibility, meaning that under certain conditions, you may use it to avoid anticipated or unexpected expenses. More on this flexibility below.
Who is Eligible for a Fresh Start Loan?
The Fresh Start Loan isn’t available to everyone, so it’s worth checking the basic requirements before beginning the process.
First, where you live matters. The program serves eligible residents of:
- New York City (the Bronx, Manhattan, Queens, Brooklyn, and Staten Island)
- Westchester
- Long Island

Finally, you must have one (or two) guarantors depending on the amount you’re requesting. A guarantor is someone who assumes responsibility for the debt if you’re unable to make payments.

Is the Fresh Start Loan Really 0% Interest?
Yes. The Fresh Start Loan charges 0% interest, and there are no fees.
It is completely normal to be skeptical. Most “low-interest” offers come with fine print. For example, the interest rate may skyrocket after a certain period, or there may be hidden fees and service costs.
HFLS can offer true 0% interest because of a recycled funding model. Charitable donations back the loans. As borrowers pay down their balance each month, those dollars flow back into the fund to assist the next applicant. When you repay your loan, you aren’t paying a bank’s profit margin. What Can You Use the Fresh Start Loan For?
The Fresh Start Loan is primarily intended to help people address high-interest debt, including credit card debt and personal loans.
But the program has some flexibility.
Depending on your situation, some portion of the loan may be used to cover certain anticipated or unexpected expenses.
For example, imagine you have $8,000 in qualifying high-interest debt and you’re expecting a baby. You know you’ll soon need to purchase a crib and other essentials. Instead of putting those purchases on a high-interest credit card and adding to your debt, you can include some of those anticipated expenses in your Fresh Start Loan request.
The same idea could apply when life throws you a curveball. An unexpected family emergency, funeral expense, or another hardship can create costs that aren’t part of your normal monthly budget.
Still, this is a loan to pay off high interest debt. As such, the important thing to remember is that the majority of the loan must be used toward qualifying high-interest debt.
What’s a Guarantor and Why Do I Need One?
A guarantor is someone who agrees to repay the loan if you’re unable to do so. Depending on the amount you’re borrowing, the Fresh Start Loan may require up to two guarantors.
Your guarantor must meet HFLS requirements as well. For example, guarantors generally need to live in the tri-state area (New York, New Jersey, or Connecticut) and have a good credit score.
